DefDoc2012 provides a four day forum to share information on current initiatives, future intentions and common issues regarding the creation, management and delivery of documentation in Defence, Homeland Security and Industry.

Title: Regulation of RAN Technical Publication System 

Abstract: This presentation will provide the audience wth insight into the duties that the Navy Technical Publication Section staff undertake in regulating the RAN Technical Publication System.  Areas that will be addressed include:

  • RAN's risked based approach to reviewing the style format of technical publications;
  • Information regarding the number of register publications, their format and method of publishing;
  • RAN's current position with S1000D; and a view of RAN publications and information management.

Biography:  Director Technical Data Requirements (DTDR) within the Navy Engineering Division.  Responsible for the development of regulatory requirements addressing the preparation and promulgation of engineering drawings, electronic product models, simulation and technical publications relating to maritime platforms.  Paul is also the Configuration Management Authority for the ADF Maritime Materiel Requirements Set and Quality Manager for the Directorate Navy Platforms Systems.

Title: The Changing world of Technical Data Managment within Defence

Abstract: An overview of the current initiatives being put in place to more effectively manage Technical Data within the Defence Environment, in the light of recent reviews.  This includes new Governance processes, current changes to the Defence Configuration Management and Technical Data Policies, Updates to Manuals and the standardisation of toolsets. 

This will be followed by a presentation which will provide a background on the current status of the Technical Data Management Capability (TDMC) project implementation of CMT-L  to Land Systems Division and Electronic Systems Division within DMO.  The CMT-L tool will provide the mechanism for the Configuration Management Centre (CMC) to enhance the management of Technical Data within the Land Environment.  A key deliverable in CMT-L is the Land Materiel Data Exchange Framework which consists of a standard, data loading tool and training.  The Land Materiel Data Exchange Standard (DEFAUST 10814) allows technical data to be electronically exchanged between the CoA and its suppliers enabling the construction of a CI tree with its associated metadata.  The standard will be incorporated into ASDEFCON contracts so that land materiel projects will only acquire technical data necessary to repair and maintain the equipment.  This has potential savings implications for both Defence and Indusrty

Biography:  (Paul) Currently the Configuration Management Functional Lead for DMO.  He is also the Deputy Director for Technical Data Management in the Directorate of Materiel Engineering, DMO Standardisation Office. 

Biography:  (Ron) Currently the Project Manager for Technical Data Management Capability (TDMC) project which is implementing CMT-L through an interactive development and deployment of functionality through four releases, along with policy and procedure development.

Title: The Data Challenge - A restrospective look

Abstract:  One of the many benefits of creating publications in S1000D is the reuse of data. This presentation aims to show the audience where this reuse can reduce cost and increase data integrity for the end user, what type of data can be reused, the importance of the early agreement between customer and contractor in regards to what data is to be identified, collated and reused, and the through life management of that data.

Biography:    Kevin Spink spent 23 years with British Army Aviation.  After moving to Australia in 2002, he assumed the position of an S1000D Technical Writer on the ARH Tiger Project. Biography:

Kevin has worked with Boeing Defence Australia since 2004, carrying out various specialist roles including the two years Kevin managed a team of 40 Technical Writers, Illustrators and Editors as the AEW&C Technical Publications Team Leader and also led and advised the conversion team which moved the AEW&C Wedgetail Technical Publications from ATA ispec2200 PDFs to S1000D IETMs.

Title: The RN's Largest Warship - A Tech Doc Challenge

Abstract: The Queen Elizabeth Class (QEC) platforms are the largest warships the UK has ever built.  We will show the challenges experienced in moving from traditional technical documentation and standards to one based on the S1000D standard, showing the significant change in culture and training within this capability.

Part of a three company alliance of technical documentation specialists, we have been involved on the QEC technical documentation project since inception basing our technical document delivery opresentations.htmln a modular approach aligpresentations.htmlned to S1000D.  This enables us to generate different outputs sucha as hard copy, PDF and IETP from the same authorative source.  After careful consideration, we adopted ADG's R4i Common Source Database as our tool of choice, actively using this to manage information in support of the QEC platforms.We will complete our presentation with lessons learnt from this and other projects enabling us to drive efficiencies into our QEC project.

Biography: Ray served in the RN and was on HMS Coventry when sunk during the Falklands.  Qualified as an artificer, Ray left as a WO joining LSC as an RCM specialist in 2005.  Progressing to manage a portfolio of projects including QEC, Ray recently moved to Australia as Strategic Development Manager.

Biography: Berry Braster is the Sales and Marketing Director of Tedopres.  Berry has a background in quality assurance and regulatory affairs and has assisted many organisations with their global strategy for product and manual compliance.  He has been with Tedopres for 11 years, during which he has managed the implementation of Tedopres' controlled language solution HyperSTE for many companies in various industries.

Title: Technical Publications at a Glance, Including S1000D Lessons Learnt 

Abstract:  Raytheon Australia is a well respected systems integration company servicing the defence industry.  This presentation covers three parts of the technical publications business within Raytheon Australia.  Firstly, we will look at some projects that Raytheon Australia are currently involved in and how publications are being delivered.  This will look at Standards and Specifications used and delivery methods of the publications. Secondly, we will look at the Air Warfare Destroyer (AWD) and its implementation of S1000D.  This will look at how S1000D will assist AWD with identifying import controlled data and some of the lessons learnt from this implementation.  Finally the presentation looks at a vision moving forward for the implementation of S1000D as a potential business solution.

Biography: 

AJ served in the RAAF for 15 years as an air Surveillance Operator.  Since leaving the RAAF, he has been involved at both a National and International level with S1000D and is now the Technical Publications Specialist with Raytheon Australia, Aerospace Division.

Title: An S1000D Project from The Ground Up

Abstract: Reading the spec is a good start. So is getting some training. But! How is an S1000D technical publication produced from idea to delivery? What steps need to be taken and by whom? How is each of the facets of an S1000D IETM fashioned? This presentation attempts to throw some light on the practical aspects of starting and finishing an S1000D project. Based on the experiences of the presenter and his colleagues, it hopes to uncover some of the pitfalls and give tips to expedite technical data delivery from start to finish.

Biography: Russell Harris served 27 years in the Royal Australian Air Force, 18 years as a Ground Radio Technician and 9 years as an Intelligence Officer.  Russel  joined Boeing Defence Australia as a technical writer on the Vigilare Air Defence Ground Environment project and later became the technical writing team lead.

After Vigilare, Russell joined the functional team at BDA and now assists in performing tasks to improve the people, processes, and tools used by the company in Logistics Support disciplines. He particularly area of expertise is electronic technical publications and their integration with Training and Logistic Support Analysis data.

Title: Smart Sustainment and Strategic Reform - what does that mean?

Abstract:  Defence has to find internal savings and efficiencies of $20 billion by 2020 to fund new and replacement platforms with an expectation that the Smart Sustainment Reform Stream will contribute $5.5 billion of that total.  The best way to realise the benefits of reform is through a collaborative approach between Defence, DMO and Industry.  To enable Defence to achieve the goal, we need your ideas and support but what does this mean and how do you get involved?

Biography: Wayne worked in the Technical Data / Documentation arena for more than a decade in both Defence and Industry, starting with publishing and finishing in policy.  Wayne was involved in the S1000D Management Group at Australian and International levels representing Defence and was a member of Standards Australian Committees relating to technical  data.  More recently, Wayne took on the role of Director Inventory Reform and has led Defence initiatives to deliver a balanced inventory and increased use of eBusiness.

Title: 3D Interactive Content - Putting the "I" into IETP's 

Abstract: The application of 3D interactive content to deliver work instructions is not new. In fact, this technology has been used extensively over the last decade in the automotive; aerospace; mining/resources/energy; and Defence sectors. Commonly known as ‘serious games’, 3D interactive content provides the opportunity for the learner to train for work procedures ‘virtually’, prior to conducting the procedure for real. This training will typically range from OH&S and Site induction, through to operator and maintainer training. The benefits for delivering virtual training are many and this, coupled with the cost-savings to deliver training en-mass has been the main driver for a once emerging technology to become commonplace in the training environment.


There will no doubt be discussion about S1000D compliant IETPs at DEFDOC 2012. This presentation delves into the benefits of leveraging existing 3D interactive content, produced for the training environment, by embedding it into S1000D compliant IETPs.

Biography: David currently has worked with Invenio Pty Ltd as the QLD Business Development Manager since January 2011. Having previously spent almost 20 years working in the Department of Defence, Navy Engineering Division; 1 and a half years with Concentric Asia Pacific and 1 year with DPM Interactive in management roles, David has formed sound experience in the development, project management and delivery of 3D interactive content contracts for several Australian industry sectors.

Title: The Electronic Supply Chain Manual - Leading Defence Publications into the Future 

Abstract:  The Electronic Supply Chain Manual provides integrated business processes, business rules and system help in a central location.  The manual reduces data quality issues by improving support to users and enabling individuals to perform their business function in a more effective and efficient manner.  This directly supports Defence's strategy to improve the accuracy of the Defence inventory and increase the level of confidence in its financial statements and accounts.

Users have access to screen level, context sensitive help that takes them directly to the applicable page in the Web based manual.  This means that the users are often less than 2 seconds away from the help they need - making it faster to use the system than to ask a colleague for assistance or reach for an outdated cheat sheet.  As a result, improving user competence and confidence within the system and tasks and reducing the cost of ongoing gap training to maintain system knowledge.

Biography:  Greg Millen has been with Defence for 36 years.  His experience covers operational deployments, instructional posts, project management and consultancy.  Currently the Deputy Director for Maintenance Processes and Procedures within Joint Logistics Command, he also manages the quarterly publication of Defence's ten thousand page Electronic Supply Chain Manual.
